Reasons to Vote For the Campton Dissolution as Given by Campton The Promise!!!

Reasons for Dissolution

FISCAL RESPONSIBILITY

•·        It is unrealistic and ultimately impossible to effectively manage a municipality with "No New Taxes." Shared revenue from the State is never paid out at 100 %.

•·        The Special Service Area (SSA) established because of flooding in the Evening Prairie subdivision is essentially a tax, but residents have been told it is a benefit.

•·        Relying solely on sales tax revenue to support a village requires a thriving retail and commercial area.  Currently this does not exist in the Village of Campton Hills to the extent necessary to support the added layer of government. And if an adequate level of commercial development were achieved, it would negatively impact the rural quality of life this Village was  formed to protect!

 PUBLIC SAFETY

•·        Our taxes continue to support the Kane County Sheriff's Department just as they did before incorporation. No tax reductions were passed along to us as a result of our no longer using the Sheriff's services.

•·        By the Village President's and Treasurer's own admission at a public meeting, the Village is currently unable to financially provide even "minimally acceptable levels of municipal services." The much ballyhooed increased revenue resulting from the recently certified special census DOES NOT result in a windfall for the Village. That projected increase in funds was already factored into the current Appropriations Ordinance (like a Budget) which was approved by the Village Board earlier this summer. In other words, the Village already "spent" that money even before the exact amount was determined and is relying on that money to make ends meet.

SCHOOL DISTRICT 303

•·        Because we are no longer an unincorporated area, we have lost 2 guaranteed seats on the D303 school board.

•·        In the long run, Campton Hill's groundbreaking land/cash ordinance will have minimal impact on District 303's finances. The projected annual dollar increase is less than .002% of D303's $150,000,000 annual budget. And even this projection assumes that all available land in D 303 will be developed into residential housing which, of course, will not be the case.

•·        School boundaries are not dictated by municipal boundaries, nor do municipalities have any influence in the drawing of boundary lines. The Village has no say in who goes to North or who goes to East, etc.

ANNEXATION

•·        VCH has already annexed two parcels of land in the northwest corner of the Village along Route 47. Prior to incorporation, Elgin was vehemently condemned for pursuing expansion into this same general area. Isn't this the same land grabbing tactics Elgin was using? Aren't 20+ square miles enough already?!?

•·        NO Boundary Agreements have been executed with our 6 municipal neighbors in order to preserve and protect the nearby Village land from their annexation.  Could this be because the Village wants to annex land close to these municipalities in order to expand its own borders?
